I agree with woody....that looks pretty dead to me :-( -15F/-25C is about as cold as the most cold tolerant varieties can take.

I have had it for about 2-3 years. It always survived before but this winter was a lot of cold ,thawing,ice,snow so maybe it did not make it.

i thought that I remember the gray looking stems in years past just started turning a nice mauve or should I be expecting new growth from the ground.

You should see new growth on the old stems and often very low on the really woody growth. I have grown it for years and don't ever recall seeing new growth from the ground. It doesn't look good but I would hang in and give it quite a bit more time.

I never trim in fall, in spring I cut and crumble off any top growth that is grey.

All my lavender died or nearly died this winter - several newer plants and one that I’ve had for at least 5 years. The oldest one is completely dead. I figure something about the weather didn’t agree with them this year.
