It is enough for seedlings, and will probably need to be fairly close. I have a couple of very similar ones, and was disappointed. I used them for a couple of years for seedlings only. I purchased a much large Mars Hydro light set for the larger ones.

personally not a big fan of led but some do like them. I dont think that is true with led's but not sure. I keep them about 6 inches above the canopy. If it does not burn the back of your hand it is safe for the plant. I grew a 5 foot plant and a 4 foot plant(from the soil line) from seed in two years under these. I would put that led of yours about an inch above the seedlings.
