Silver Maple leaf disease? - cool wet spring

Silver Maples all over my area are showing this leaf damage after our cool wet spring. Similar spring in 2017 resulted in the same leaf damage. This doesn't happen in our 'normal' spring to summer transition. Not every Silver Maple is doing this but for the ones that are, it affects 100% of the crown regardless if it's a new tree or a 110 yr old monster. Other Maple species are just fine. Any idea what this leaf disease might be?
