We moved into our new home that we built in August of 2018. Under our front porch my husband wanted a safe/vault room. When it was constructed the builder put down a 60 mil rubber membrane. On top of that is rebar and a stamped concrete porch. Half of the porch is covered and the other half is uncovered. We are having issues with the portion that is uncovered.

They removed one of the sections of concrete where they felt the leak was coming from. They found several holes and patched them (several meaning 10+). This is the second time they removed the concrete. First they patched a slit they found in the membrane. Then it continued to leak. They came back and removed the concrete section again (it's probably a 3' x 4' section). They patched more holes they found and then put about a 1/2" of water in it. After an hour it started dripping downstairs in the room. They came back, syphoned the water out, cleaned the rubber out of any debris and found at least 4 more holes.

Yesterday my husband put 1/2" of water into it again. It did great...didn't leak all afternoon. Then between 6/7 pm we got a really bad rainstorm and the area filled up with water that was probably 3-4 inches deep. We had a ton of water dripping downstairs from the same spot as previous and then it was also dripping along another seam in the room.

We are wondering if there is damage somewhere else in the rubber. The builder is frustrated and we are frustrated. I am not sure if the builder is willing to rip out all of the concrete on the half of the porch that is leaking and basically start over.

Last night we watched a video about a product called Liquid Rubber and they used it under a concrete patio/deck. It looked like there may have been a room under it but we couldn't tell for sure. We are wondering if we should use this on top of the rubber membrane? Is there something else that we should be suggesting??? Personally now I wish we never would have done this room but my husband really wanted it. The builder has put in safe/vault rooms before but they have been completely covered and didn't have any exposed portions like ours.

We are at a loss and looking for suggestions.
