Tomato and Cucumber Plant Issues

Anyone know what's causing this on my cucumber plant and tomato plant?

It's been really wet the past 2 weeks here in Virginia.

I spray a Neem/Peppermint/Marigold Oil spray every 7-10 days on my plants for pests. Additionally, I use a Baking Soda/Vegetable Oil spray every 7-10 days as well to help fight powdery mildew and early blight.
