Curling, twisted new growth

Working in the tomato beds today, I noticed that one of my Opalkas seems to have issues. The new growth is small, with twisted curling leaves, as indicated in the pictures below. Older leaves look fine and we’ve had more than enough rain, so it’s not looking like PLR. I’m guessing it’s either a virus or herbicide damage. This plant is in the bed that runs alongside my neighbor‘s property, and he does have a service that sprays his yard. However, none of the other plants in this bed (mostly Opalkas)

have this issue. What do you all think? I prefer not to pull the plant, but I certainly will do so if advisable.
