Hi, new homeowner here, I bought my house last fall and I am learning something new everyday. I recently started a basement remodeling project. After the demo, I noticed my basement has cove joint seepage on a couple spots. The affected areas are small and it's wet but not enough amount of water to make a pool. I suspect ground water is the cause as it stays wet regardless of the weather and heavy rain doesn't make it worse. The basement has sump pump and it runs a lot. (My neighbor told me we have high water table.)

I've done some research and here are my questions.

1) Why do I have this issue despite working sump pump? Possibly a clogged drain?

2) I looked into the Beaver system but there's not enough amount of water to flow through the baseboard ("gutters"). I know hydraulic cement is not recommended as a solution for cove joint seepage but if it's only a minor leak, can hydraulic cement be a permanent fix?
