Which was done first? the brick grid,or thconcrete flat work?

Where brick walls are on the sides of the steps, were bricks laid first, the concrete steps poured?
What about on the flat surfaces?

I believe that the concrete was laid first leaving voids for the bricks and then the bricks were inset. Thanks for looking.

I would like my contractor to do this effect on the 26x 16 patio proposed as an outdoor living relaxing dining bbq’g at the back of my one story and basement addition Of my house. I feel the bricks if I can use ones with the colours of the wall bricks it will transition the wall to the patio.

is There anything I need to tell him for designing the size of the concrete vs the borders made of brick?!I hope he would know what to do?
