You need to provide some clear photos of the area so we can visually assess the situation. And something that shows the slope or pitch from the house to the street/sidewalk.

Start at your highest point and work down. What is the roofline like? Is there a gutter? Downspout? Then you look at the yard itself. Where are the high spots, where are the low spots, where is the hardscaping, and where do you want the water to ultimately go?

The fact is, grade must positively slope away from the house to a point where water can be carried away by surface drainage, a swale, or a flume. Sometimes it must be captured in a catch basin and run through an underground pipe, but that is more complicated and best to be avoided if at all possible.

Here, it looks like the condition from the house to the walk is flat ... unable to direct the water away from the house. The only way to make it sloped is by raising grade at the house or lowering the elevation of the walk. Raising along the foundation wall would require a mini window well since one window is already at grade. And even then, there is very little space in which to create a slope. In some cases, you do the best you can and put up with the consequences when they come ... or you implement the expensive correction. Over time, one learns to build or buy a house where expensive corrections to the landscape are not needed.

Looks to be new sidewalks installed, probably level and not slightly angled away from house so water would drain away from house. No where to drain anymore and less places for water to soak into with new walkway. The muddy dirt against house is too high, remove some of that. Probably need gutters if none. If gutters don't solve problem then a French drain system.
