When to plant rose in ground?

SoCal Zone 10b gardener here! I've had a rose in a large container for a couple of years now, and just discovered that her roots have extended into the soil! I'm realizing just how hardy roses are!

I'd like to dig Rosemary (that's her name, courtesy of my kiddos) out of the container, move her to a different location and plant her in the ground (since that's where she clearly wants to be -- lol!), but I'm not sure if I should do it now or wait until February or March. The reason why I want to move her is because she doesn't quite get enough sun. She's hardy, but rather leggy, and I think she'd truly dazzle in the spot I have in mind!
