I don't know if you get stressfully hot weather or not. If you do, I'd wait till it's cooler and you are more likely to get some rain. Or you probably know, if you don't get rain, you can water in cooler weather and it won't evaporate as fast . I like to plant in fall and winter so plants will not be as stressed. Roots seem to settle in and establish in cooler weather. I'd try to dig up some of Rosemary's in -ground roots as well rather than yanking the pot. I bet you're right that it will do better in more sun.

If you wait until dormancy you can bare root it and plant it easily. Cut it way back as well. Google 'bare root roses' for photos and guidance.

Thank you both! Does it hit dormancy in November/December? We definitely see some 100+ degree days, but this fall hasn't really been that bad, and we very rarely hit freezing temps (we're right on the border between coastal and inland)
