Nothing to be distressed about. MANY of my roses are doing it and it's likely weather related.

Just in case, if it was me I would keep an eye on the curled over buds. If they stay green and growing, there is no problem, and you don't need to do anything. However, if the the buds die, pick them off (throw them in the garbage, NOT the green waste container) and look at the underside of them. If there is a tiny black hole visible, it may have been caused by a rose curculio beetle (they look like lady bugs, but with a long black snout.). They put their eggs inside of the rose buds, which die, fall down, and the bugs overwinter in the soil and in the Spring the beetles emerge and start poking holes in rose buds.

I really don't think that is what it is, as most of the damage I see in my garden is in the Spring. It is just that your pictures made my hair stand up (I HATE rose curculio beetles - they can ruin the entire flush of buds on a bush) on end.

So glad - as I said, the time the rose curculio beetles cause buds to bend over like that is usually Spring.
