Dill is a very fast growing, very fast flowering annual. You can't really 'over prune' it. In fact there's little point in pruning it at all. Just cut it and use it up quickly before it bolts and sow more regularly. The label 'herb' is more a culinary term than a gardening term, in so far as different herbs require different care. They're not all the same so treating them the same or trying to make them look alike isn't going to work. Dill won't live in good condition more than a few weeks. Basil can last months. Mint lasts years

Did it flower at all?

No flowering yet, still just the little leaves? Needless? Not sure what to call them. Should I transplant it elsewhere?

No. Don't transplant. That will shorten its life even further. Can you post a picture of it?

A photo would be helpful! Also, what are the other herbs you're growing it with? They do all need to be cared for individually.
