Help with raphiolepis

These were planted about two years ago and have barely grown but not died either. They get plenty of water and full sun as they face south. The soil was nice when they were planted, loose and rich. I wonder if the reflected heat off the house is too much. They replaced two raphs which had been there 40 years and were failing. I thought maybe the soil was too hot and put a thyme ground over there this summer But it was just pulled out As it became ratty looking.
