What is the GLASS ONLY size? Does window open out or IN?

I need a window which opens INTO a room and the glass part (not the frame) being up to 10" around. In other words, I want a venting window that opens into a home and that can left open without fear a burglar will crawl in because glass size is too small. I will buy 4 - 6 small windows of this type and place them inside the space where now exists one large worthless window which I don't want to open as it is on ground level.
