Instead of mounting the tv to the wall, I suggest a tv stand.

There’s no issue hanging the TV from the sill plate. Although drilling into concrete could be an excuse for a new tool. Remember the rule - new project, new tool. <lol>

I have a similar situation with my brick garage wall, and I've found it works well to screw vertical 2x4s to a horizontal 2x4 that is attached to the the sill plate. I used the extra piece of horizontal lumber mostly to furr out the sill plate because it is not exactly flush with the brick wall face.

The vertical "studs" are about the same spacing as normal wall studs and they extend down the wall. This provides a place to attach shelves and hanging brackets without drilling into the cement. You can also turn them 90 degrees to give more attachment area and to stick out less. If I'm attaching something really heavy I use treated lumber and let the stud run all the way down to the floor and use a foam moisture barrier under the base.
