Split loop for hydronic toekick heater

Our house has a kickplate heater in the kitchen which is plumbed off of the hydronic heating zone for the main floor. The kitchen has no baseboard heaters. The kickplate heater is plumbed as a loop off of the first floor heating zone and there is a ball valve as shown below to divert hot water flow through the kickplate heater.

Questions:

  1. Is there any recommendation for how to set the ball valve? On/Off/half-way?

  2. Is there any special adjustment required on the settings for the kickplate heater?

Thanks,
