You can get hardware to make pullout shelving from Lee Valley and Reva shelf.

My 24"pantry is similar and I use a jumbo lazy susan (18" IIRC), mostly for canned goods, and a smaller lazy susan with a couple baskets for the bottom and middle shelves. On the top, I have a tray shaped basket nearly the depth of the cabinet that holds extra paper products, a spare box of tea and similar light-weight items, as well as another smaller basket. Depending on your height, the pullout shelves may need to pull down also.

I would have the bread on the bottom shelf so the kids can reach it.. Lower the next shelf and use a large lazy susan to hold the spices in one layer. Lower the next shelf to just above the spices. Another large lazy susan on this shelf for all the tall bottles. There will be enough space for another shelf for things not needed as often.

I put these in my pantry cupboard. All I had to do was fasten it to the shelf.

Those Container Store multipurpose bins that Fun2BHere posted are awesome. We use them in our pantry and highly recommend them.

I had the same issue almost exactly the same but wider and it was so difficult to reach stuff at the back and can't step up on ladder for safety reasons but think I solved my issue now as I have been satisfied with it since lol here’s what I did:

I bought longer baskets ( shoe box shape but longer) you could probably put three on each, then you can just pull them out to get a better look at what you have but just put macaroni packets; stocks, grains etc in these as lighter to pull out. I had room to insert shelving racks which on them too so these were good for storing small jars or spices or stock packets and easy accessible.

In the lower ones I did the same and stored my can products in them as they were heavy so thus avoiding heavier products falling.
