So sorry to hear you have been experiencing issues with this! To rearrange your projects, scroll down to your projects and, in the top-right of the first row of projects, click on "Edit". On the following Projects page, click, hold and drag the project album into the space where you would like it to appear. Thanks for the response. I've been doing this for years and have always arranged them easily but something is blocking me from dragging and dropping the albums. Could a recent update on my PC or a setting that needs to be changed be blocking me from moving them around?? When I try to select and drag it gives me a "0 with a slash going through it" like a "no." I have no idea why this is happening and its so frustrating!
