I could be oedema, but possibly bug damage. I say that since damag seems to be in concentric circles - and bugs like to feast on youngest growth. That is how it end up sort of in circles, and is visible much more as leaves grow out. I think I have same plant, and it seems to be one of plants that I see mealy bugs on. Over all, I rarely have them, but they seem to favor some plants. JMO, and I could be wrong...

Many bugs like warmth and organic, moist soil. So if it is warm, and soil is often wet for longer time. Increasing air circulation by using small fan, often helps.

Looks most like lesions from edema, to me.

I always find these on certain echeveria and with my Vera Higgins When I overwinter them. The lights seemed to burn the apical tissue over time. Usually happens 2 months into the overwintering. I can’t explain why. Lights are about 6 inches over the plant and running 10 hours per day.
