Mulch is best used as an amendment to soil. Is there some reason you don't want to just fill the blocks with soil and plant whatever now?

Leaves, by themselves can take at least a year to totally decompose. Compost is usually made up of multiple plant types all mixed up into an enjoyable mess.

I am fairly new to gardening and, other than this site, I don't have anyone to learn from; everything is done by the little knowledge I can garner on line. I guess the reason is the same as why I don't buy tomatoes but try to grow my own; I thought that this may be more "hands on". I've already filled this years hollows; would you suggest that next year I add garden soil to the top of the blocks and begin planting?

OK; Next spring I just add soil to the top of the mulched leaves? or should I mix the new soil with the old mulch?

You don't need to wait a year. You can fill the blocks with soil now and plant them up.

I already packed them with leaves :) I can wait; I'm thinking Marigolds around the veggies
