Finally tending to neglected avocado

Hi there: I have a ~7 year old from-seed avocado in a pot. Sadly neglected for last 3 years. Tree is about 4ft tall (I cut it back 3 years ago, to remove an aphid infestation). I feel horrible, but, I will fix things, having done lots of research I am confident this will turn around. Unfortunately, I wasn't fast enough so it's actually out of its dormant phase now, having new growth. The old growth appears to be chloritic and probably bad salty soil now and very root bound. There's a new growth down near roots as well.

Questions:

1. Okay to repot now, or wait until next fall/winter?

2. Remove the leaves, or heavily prune back?

3. Remove the little guy at the base, leave it be?

4. Cut tree down to just above the little guy and maybe "bonsai" it?!

Happy to take a picture of the whole tree, but at moment, lighting is harsh. Ignore the yellowing kafir lilly in the background, we just got through a lot of rain.

Thank you for your time!
