Good morning. Refreshing our basement a little (paint and new
Flooring)

One section of the wall seems to have been covered with something that looks like stucco. Many large chunks were bubbling and very easily scraped off. Trying to remove the rest, but it is going very slowly. A scraper works, and 1/2-1 inch pieces will flake off, but it is labor intensive. Without a solid bond between the coating and the cinder blocks, I don’t want to leave any.

Any idea what this coating could be, and more importantly, any efficient ways (ie powered or chemical) to remove the remainder.

Plans is to remove, scrub with TSP, then two coats of dry-lok.
