Hi Carolyn, thanks for your question. The top drawers are false panels, not drawers. The middle drawers have cut-outs to fit the plumbing, and the bottom drawers if I remember correctly are full drawers. It's hard to get top drawers to have any storage in these situations unless you have a very wide vanity, and there is plenty of room on either side of the sink (and then those top drawers are still akward). Or you have that extra wide vanity and put a stack of drawers in the middle between the sinks. This vanity wasn't wide enough for either of those scenarios. Hope that helps!

We just had a similar double vanity built, with the top drawer being a tilt out so that we could use it for toothpaste/toothbrush. The middle drawer has a very small cutout for plumbing and the bottom drawer has full storage.
