Brother dogs not rotating

My daughter inherited a Brother LS 590 from her mother in law and wants to learn to sew. I’ve worked on my own machines for small issues but this one has me baffled. The feed dogs are going up and down but not feeding forward. I can’t seem to find a way to adjust them to feed. Any ideas?

See if there might be a lever or switch that lowers them for some tasks. They might still rotate but not high enough to catch fabric.
