Any thoughts on what this hole might be and if I should fill it?

We live in northeast US and have been getting hit with an excessive amount of heavy rain for weeks. I found relatively large puddles of water in the basement and believe they likely came from this hole.

The black plug shown had been popped out of the hole and there was clearly water coming from it. The small hole appears to go down a couple inches then may run into some drain maze from there. The water does not smell like sewage though.
