Looks similar to a badly hacked (coppiced!) Hymenosporum flavum. There is a flower on your 1st and 4th pic.

I'm so glad you're here, shaxhome, to id all this stuff I've never seen. I'm trying to learn them. Although I have to confess I can't remember new names so easily these days.

To me the yellow "flower" looks like a sprout that's dying or has no chlorophyll yet.

There are no flowers. There are some new leaves that may be lighter or darker in color but they are just leaves (with veins on them).

If this is an oak, does it mean someone cut it down a long time ago and what I am seeing are surviving suckers that grew back? Also this is 5 feet from my swimming pool pumps and pipes, and 7 feet in another direction from my 16" deep sewer pipe. Should I cut it down grind the stumps then plant something else that is more like a shrub? May be a Magnolia Little Gem?

Yes, it looks like someone cut it back and looks like it's surviving. I would cut it down, grind the stump and then think about a nice shrub to replace it. If it's that close to your sewer lines and pool, you don't want anything that will put out deep, large and long roots. Shrubs will work best.
