The tree is probably a weeping cherry that has been trimmed so that's not it's natural habit. But you need to show us close ups of the leaves to be sure. The shrubs could be lots of things. Again we need to see the leaves. The pictures are too far away to id.

The weeping cherry has the general appearance of the now widely planted Snow Fountains ('Snofozam') put on the market by Lake County nursery in Ohio.

And, yes, the so often undertaken salad bowl haircut style pruning defeats the purpose of a weeping tree. Also the specimen shown here is genetically programmed to grow much larger than it is now.
