Not sure, might be adelgids, insect-scales or maybe just spider-silk.

The white waxy strands visible in your shot look like those on pine bark adelgid:

I have what I think are mealybugs on several of my white pines. Other than being mildly unsightly for brief periods, they don't appear to do any harm to the trees. Mine are mostly at needle bases though, not on candles.

I see them on my pines also. I've just ignored them but then they've never got bad and didn't seem to do any damage. You can just wipe the few off you see with your fingers.

The second summer I had my 'Niagara Falls' in the ground, the plant was covered with them. I used a Bayer soil soak product (the name of which escapes me), and I haven't seen any since.

im not looking it up .... but the bayer product might have been bayer tree and shrub systemic????

its what i used for bad scale. and EAB ...

insure it is properly labeled for this use .. and more is not better.. follow instructions
