Fasciated scape. I have had this happen a couple of times. It is normal, I think. It is no big deal, except that the plant may not put on a good leaf show this year. It does not indicate any disease or problem that I am aware of. One of my Ben Vernooji's did that a couple of years ago. The next year, the plant came up normally. The fasciated scape was pretty cool to look at, more like a strange spacey-agave thing than a hosta. It made a lot of flowers.

Foliated scapes are more common, a flower scape with leaves on it.

Here is an old discussion on this forum. In it, the terms fasciated and foliated are used interchangeably. There is a great picture of a fasciated scape from a large Sum and Substance single-eye plant that otherwise was a disappointment to its owner that season.

but it does look planted too deep ... where the stalk attaches to the crown.. should be at the soil level ...

and those leaves shouldnt be coming from under ground ...
