Japanese red maple with some brown leaves

I live in Southeastern Pennsylvania and we’ve noticed more and more brown leaves on this red Japanese Maple Tree. It faces north with a house behind it so only gets moderate light and we have clay soil which we just applied some tree/shrubs soil and one inch of hardwood mulch to. Our landscaper said to use something called Sevin but I’m hesitant to use any unnatural chemicals on on it. Any ideas on what the problem is and other remedies? Online it looks like it may be an insect but there are none visible to the eye. A lot of the trunk has this growing on it. It has grown a lot this year though as we removed a tree above it in the fall and many of the leaves are still red. I havent used any fertilizer on it since moving in 2 years ago. Thanks!
