What is eating my apples?

I have two mature, espaliered apple trees. Unfortunately, I’ve never gotten to eat an apple from them due to multiple dramas that took time to recover from. (Hail storms, stray cats, etc.) They’ve been flowering beautifully for a few years now, but every year, within a few weeks of fertilization, little spots appear on the baby apples. They usually continue to grow for a while, but the spots get worse, and eventually every apple falls from tree. I assume it’s an insect of some sort. Any idea what I can do about it? I live in Chicago, zone 5. I picked off the ones in the picture.
