New fan? Can you find the part number for the manufacturer of the window unit? Maybe a little WD-40 squirted into the area of the fan bushing? The part will probably run around $65. Part Number may be GE WJ94X10337.

WD-40 is not suitable as a working lubricant. It contains solvents that wash out existing lubes and then evaporate, leaving a thin residue of mineral oil. It's OK to free-up a seized mechanism but must be followed-up with proper lubrication.

i am going to try the wd-40 or lubricant approach i think. might as well buy a new unit if im gonna spend 70+ a d not be certian that is the issue.

If you spin the fan by hand is there any resistance? And once you get it spinning does it continue to run?

no, i tried to get it spinning but didnt continue.

Since you say that it moves slightly when you turn the fan on I would suspect the motor start/run capacitor - if it has them.
