Depending on the framing, it might not be possible to finish the attic without significant changes to the structure. That's the first thing you'll need to figure out for that portion of your project.

It’s an 8’ height for the entire middle width 9’ or so. It’s a newly built house with a walk up attic. Thanks :)

The problem wouldn't be the height, but whether the structural members (e.g. joists) were designed to support a livable build-out. Looking at the plans, it appears as though this is the case, but I'd check before getting too far in the process.

200K worth of projects like that can afford to include paid design help. Hire an architect.
