Laurel Problems

After some new mulch was installed in the fall our laurels started getting holes in them, yellow and dead leaves, and now branch die-back. I think it is shothole disease as some cherry laurel installed have the same problem. I cut back some branches but the problem continues. Can I revive them without chemical spray? I don’t want the leaf drop to infect surrounding plants as well. We live outside Philly and they get eastern exposure with dappled sunlight from surrounding trees, but that wasn’t a problem before.
