Taxes are the least of your problems. Did you not have a home inspection done before you closed on the house? Call a structural engineer to totally assess the situation, find a general contractor, and the real estate agent who sold you the house. In many states, the previous owner is required to disclose major defects. You need a plan to fix this.

What is "construction status"? Where I live, an individual can ask for a reduction in appraised value, but there's always going to be some taxes. You could argue the house is inhabitable, but the lot and improvements have value. Ask your tax assessor.
