POOL Shotcrete HELP! yet, another bad install or is it OK?

Hi guys, Im having my 15x30 pool built. After the initial pour, which was perfect and no issues found with cement or anything, they realized the height was wrong on the shallow end. They said no problem, we will add shotcrete to build up to correct height. They did, and now its the correct height, but all of these cracks are starting to show up (1-3 days later). 1st day some crack, 2nd some more, 3rd, some more and stopped there. of course, builder says its 'OK, just surface cracks but has not been here, has only seen pics Ive texted him' he said we will plaster over it. I have been watering since the next day, every day, few times a day.

Can I please have a PRO chime in here and let me know if its OK to plaster over this or if something else is required and my builder is trying to take shortcuts?
