How to plant beneath the trees

How to plant beneath the mature trees with all the root systems, do you fertilize and how do you keep the weeds away?
I have a similar area and would like to plant under it.

Be sure to plant shade tolerant plants, like Rhododendrons, Azalea, various Hosta's, and Japanese Maples. Yes, you do need to fertilize. Also in order to plant, we brought in more soil.
