Those floors were planned to be finished like that long before they were poured. Getting a basement slab to look like that that was not planned to be that type of floor will not be easy or inexpensive. How old is the slab?

Yah. The light gorgeous clean gray colour is part of the micro topping. If your floor has been sealed then you have to grind/blast past the sealant and start again. A single colour like that one (with coloured microtopping + top level sealants) can get you into the $12/sf range very quickly.
