My Tiger River Spa will not turn on. We had a power outage last evening. The cord coming from the hot tub to the electrical connection has a GFI plug on the end. That plugs into an outlet. I do know that power is coming to the outlet. There is also a GFIC at the electrical panel, with a TEST button that works. When I push the TEST button on the cord plug, It will not test. However, the green light saying it is on, does not go out. When I push the RESET button, the green light flashes then comes on.

Can I assume that the GFCI is tripped, since I can not activate the TEST button? Technician is coming next week, but would sure like to fix it myself to avoidwhat could be an expensive service call.
