What are you saying is the problem? The hot and cold supplies come straight up thru the floor. That's perfect. You'll have two holes in the bottom of the vanity to accommodate those two pipes. Perfect!

To make installation as easy as possible, I'd get a free-standing vanity with only doors, no drawers (example). I'd cut off and cap the mystery pipe that extends to the right which appears to serve no purpose. I'd cut two slots in the vanity's base in two places to accommodate the hot and cold water pipes and slide the vanity into position. I'd then plumb the faucet and sink.

I'm going to guess the pipe that goes to the right was for a toilet. And since this is an outside wall, I'm going to guess the other pipe with the cutoff on it goes to an outside faucet. I would not use a pedestal for this, just a standard vanity base. you woould cut out the bottom as needed, and the back.
