Insect damage to oak tree

Some insects are boring into the base of a large oak tree in my yard. I’ve attached photo of one the small winged insects that was climbing on the tree and going into the holes. Sorry, couldn’t figure out how to enlarge the photo. In addition I noticed a second, strange looking bug, hovering at the base of the tree in the same area. I couldn’t tell whether it was contributing to the tree damage or feeding on something on or in the tree. Insect number 2 is a large, about an inch or more. The picture is are the best I could do because it didn’t land the entire time I was watching it. Is anyone familiar with these bugs and what can be done to stop the damage? I don’t want to lose this tree.
