In terms of condenser coil cleaning? It's an on site decision or you just do it regardless to say it was done.

No two homes are alike, maintenance requirements from one home to the next can vary like the wind.

Some people blow grass clippings into the condenser, or you live near cottonwood trees and may require cleaning more than once a year.

Manufacturer's want you to do this task every year, regardless.

The funky top on the Trane merely helps to keep crap from falling down into it. It doesn't do anything to prevent the coils from getting dirty. Put that condenser in a dirty environment -- it's going to die from that dirt. Unless you clean it regularly.

Take a look at the coil. If it's clean, then no. If it's filthy, then yes.

If you're worried about the efficiency of the unit in this heat, take a look at the coil and as suggested above clean it if it's dirty. In that same train of thought, check your filter and replace that if you haven't recently.
