Evergreen Tall privacy hedge or tree

Wanting to plant a tall privacy hedge row or row of trees along 80 feet seperating neighbor property. I live in Southern California, zone 9. I will be creating a 2-4' high planter box (same height as neighbor property) with retaining block wall preferably 2' wide from vinyl fence and a concrete RV parking pad. The fence line has 6' vinyl fence seperating neighbor. Neighbors property is 4' higher than ours. They have cameras on side of house, spot lights triggered by motion in our backyard and lights on their patio that light our yard and I would say is about 14' high from our property. Talking to them hasnt worked. Desperately need to just block out our east side neighbor property. We want evergreen, tall growth , narrow, at least 12-15feet high shrub or tree. Some ideas have been Japanese Blueberry, Cherry Laurel, Wax Myrtle. Not sure which to choose for a 2foot wide planter. Do I need to change size of planter to 3 feet? Or would 2 feet be ok?

i dont think 2 nor 3 feet is sufficient for a 12 to 15 foot tall tree ...

shall we presume it would be a box with no bottom.. so they can grow into mother earth ????

and keep in mind.. no tree really stops growing at some magical height ...

a pic of the spot would probably get you better suggestions ...

have you discussed the encroachments with your zoning office??

That’s an appalling intrusion. I don’t really see the need for a planter box. Couldn’t you just plant the trees on the slope? Good luck finding a solution.

(I suppose you could swap the RV for a double decker bus.)

What light pollution! While you wait for your landscaping scheme to mature, can you put up a canvas sail? I really think you should take that picture to the code enforcement officer of your town and ask if there are any regulations to protect neighbors from this.

It makes no sense to add a raised planter. The plants should be directly in the ground.

Fence should also be kept accessible from top to bottom in case it ever needs any work
