Just keep looking for someone local who will take on this job. It looks like everything needs to be taken down, reframed, and re-stuccoed.

Most likely you need a GC because a few trades have to be involved and the cost will involve a substantial amount of money because it seems that there is an extensive damage to the subframe beyond that stucco.

P.S I would check that entire wall because a while back I was called to evaluate an interior leak above the window on the 1st floor and bellow the 2nd story window and when we opened up the wall the was no sheeting left on the house, everything deteriorated because of faulty stucco installation.

Yeah, if the stucco there has become an issue it very well may be everywhere.
