Are these plants indoors? The mint shows signs of jack of light and needs to be outside. The basil has been attacked by some sap sucking bug. It looks dry and as if it too needs more light and fresh air. Being inside makes herbs soft, etiolated and prey to any passing pest. Mint is perennial so I’d move it gradually outside. I’d sow new basil.

They are all outside. None inside the house.

whatever this thing is, causing all my plants having this silver, brownish shiny spots.. and then the just dry out and stop growing.

Well, the mint is definitely weak and etiolated so there’s a light problem there somewhere. Are they under an overhang or very sheltered? They also look as if they’ve never had to contend with a healthy dose of weather. Wind and rain toughen plants up and help keep pests at bay.

Have you fed them at all? Do you keep the soil moist?

Downy mildew affects scores of different plant types! But that is not an issue here.

To develop well, basil needs full sun. And a lot of heat. And if grown in a container, routine fertilization.
