This is normal for bells during the Texas summer. They need much cooler temps than chilis to flower and set fruit.. It should start flowering again after the first big cold front hits your area- late October here on the South Texas coast., In the meantime it would be easier to care for if you put it in a larger pot and move it out of the midday sun- move it back into full sun when it cools down. The early light frosts don't hurt mine- I just have to move them in the garage a few nights to keep them going all winter here on the coast.

Agree with above. I think of Texas summer like I do a northern winter. There’s not much that produces in the peak of Texas heat, but if you can keep things alive til things cool down often you‘ll get a fall harvest.

As some additional input, sometimes peppers that have finished producing will produce again if you prune them. This is for plants that have stopped growing new leaves.
