Is this tree growing back?

Last year, my landscaper cut this tree down to branches so it has remain barren of any leaves for a year. We thought this tree is dead but recently some leaves started growing but I'm not sure whether the tree is back or are these just weeds growing on the tree??? Does anyone what these leaves are?

Witch hazel (Hamamelis). Unless it had died back there should have been no motivation to lop it like that.

Now I know what plant this is, thanks! Yeah we asked the landscaper to prune to reduce the overcrowding but didn't anticipate that he will cut it all the way down. Hopefully it will grow back fine.

Don't EVER let that landscaper prune anything again! What he should have done is cut a few of the branches all the way back and left the others. He's mutilated the plant.

That was last year, haven't used him since. He cut off a few plants and it was absolutely ugly before they came back.
