They look like millipedes to me.

Not harmful. Millipedes eat dying debris. Just annoying and crunchy when you step on their dead bodies on the floor after they die from dehydration.

That leaf is on its last stages of life from all appearances. Cut it off or let it on. In nature it would eventually fall off after it dried up but you can trim it off to neaten the looks of the plant.
