Is this efflorescence?

Hi. Brand new build, less than 6 months. Brick is midnight iron spot. Some areas brick looks nice and other areas it looks powered or chalked over. Could it be efflorescence? Researching online, I’m beginning to worry for the safety of my children. Will my bricks crumble? Moisture in my walls? Who should I contact to inspect and or correct this? I don’t have much trust or confidence left in my builder. Thank you in advance.
