I hope someone on is listening. can I get my lemon seedling that wasn't growing to bud again by adding fertilizer 4 times they say on the box

I feed mine every week at 1/2 listed strength.

this is what I'm doing and the lemon seedling that wasn't growing is. now starting to develop new buds but no new leaves yet

My home made grass clippings fertilizer must now have been strong enough to make it grow and my clay soil in the pot must have been very poor
